Solid Waste
Solid Waste is your typical household garbage, not including recyclable items.
- Normal household trash must be placed in approved containers with securely attached lids or in heavy-duty bags that are securely tied.
- The earliest time that you can place trash containers and other household bulk items curbside is after 5:00pm the day before your scheduled collection day as per Willingboro Ordinance 299-11C.
- Trash should be placed curbside before 6:30 a.m. on the day of collection at the very latest.
- Never put trash out on weekends or between collection days or a summons may be issued.
- Carts and containers must be removed from the curb prior to midnight on garbage collection day. A Public Health Nuisance Violation summons may be issued for failure to comply with this regulation.
- There is a limit of ten items per household, per collection day. That total includes all trash bags/containers and wood bundles/bulk items.
- Carpeting must be no longer than four feet in length and must be rolled and tied.
- Syringes, needles and sharps must be disposed of in a sharps container.
- Any items which could be harmful to the collector (such as broken glass, etc.) should be placed inside the cart or inside an impervious disposable container and be clearly labeled.
- It is against the law to put recyclable materials in the trash. Recyclable materials include all flattened cardboard boxes (including moving boxes), along with newspapers, glass, plastic bottles, and cans.
- Proper storage will prevent odor and pests. All carts must be kept clean by the user.
- The trash hauler WILL NOT remove the following items:
- Leaves
- Cars
- Automotive parts
- Tires

- Tree stumps
- Building materials
- Cardboard
- Demolition material
- Stones
- Dirt
- Paint

- Roof Shingles
- Kerosene
- Gasoline
- Gas containers (even if they are empty)

Do not place hazardous materials such as oil, paint, poison, caustics, explosives and pressurized tanks inside the carts.
Bulky Waste
Bulky waste is defined as fixtures, furniture and Christmas trees.
Bulky waste can be placed on the curb along with your regular garbage. However, keep in mind that only 10 items can be collected, and bulky items may count as more than one 'item'.
All items must be dis-assembled and tied into bundles, except in cases where dis-assembly is not practical, such as a sofa, box spring, etc. Bundles should not exceed three feet in length. Mattresses and Box Springs must be wrapped in plastic and placed at the curb for collection.
The following items can NOT be collected:
- Building and demolition material
- Household major appliances
- Electrical and plumbing fixtures
These items will be your responsibility to dispose of in a safe and legal manner.
Recycling
The Township of Willingboro has a curbside recycling program which is administered by Burlington County. The collection date are per the annual BURLINGTON COUNTY RECYCLING SCHEDULE.
What Should Be Recycled?
All cardboard boxes (including moving boxes "flattened") are to be recycled, along with newspapers, glass, and plastic bottles, and cans. Any items which could be a hazard to the collector (such as broken glass, etc.) should be placed inside the cart or an impervious disposable container and be clearly labeled. IT IS AGAINST THE LAW TO PUT RECYCLABLE MATERIALS IN THE TRASH STREAM.

NOTE: Recycling carts are provided at no charge to residents and can be obtained by calling the Burlington County Recycling office or the DPW yard at 25 Industrial Drive at 609-877-2200 ext. 1105 Monday through Friday 7:00 am to 3PM.

Why Recycle?
- Recycling saves money in tipping fees at the landfill for the Township.
FACTS
- We could save 12 million cubic yards of landfill space if half the magazines printed in the US each year were recycled.
- One recycled aluminum can saves enough energy to run a TV for 3 hours, or to light one 100 watt bulb for 20 hours.
- Each person uses approximately one 100-foot tall Douglas Fir tree in paper and wood products each year.
Hazardous Waste
Hazardous waste is anything that presents immediate or long-term risks to humans, animals, plants, or the environment.
The Township’s Contract Hauler is not permitted to collect hazardous material. Hazardous waste requires special handling for detoxification or safe disposal, and will not be collected by the township's garbage hauler.
In the U.S., hazardous waste is legally defined as any discarded solid or liquid that:
- Contains one or more of 39 carcinogenic, mutagenic, or teratogenic compounds at levels that exceed established limits (including many solvents, pesticides, and paint strippers);
- Catches fire easily (such as gasoline, paints, and solvents);
- Is reactive or unstable enough to explode or release toxic fumes (including acids, bases, ammonia, and chlorine bleach); or
- Is capable of corroding metal containers such as tanks, drums, and barrels (such as industrial cleaning agents and oven and drain cleaners).
The Township’s Contract Hauler is not permitted to collect hazardous material.
The Burlington County Landfill accepts hazardous materials.
There is a fee for County Residents and Proof of County Residency must be provided.
The landfill is located at: 21939 Columbus Road, Mansfield, N.J. 08505.
Leaves
Leaf Collection Guidelines (Fall Collection Only)
Leaves are collected approximately between the last week of October through January 1st. All leaves should be placed curbside during this time.
Do not put leaves out with trash for garbage collection.
- Please be sure leaves are free of sticks and limbs to facilitate the process.
- Place leaves in a neat row at the curb, not in the road.
- Do not place leaves on sidewalks. Doing so creates a serious hazard for children walking to school, as well as makes an unsightly condition in your neighborhood.
- Do not mix brush, branches, or seed pods with leaves. Leaves mixed with brush will not be collected.
- Leaves only. Grass clippings are not accepted curbside or at the Recycling Center.
- Place leaves at the curb no more than 1 week prior to your scheduled collection date. See the public works calendar for your neighborhood's collection dates.
- Residents are responsible for leaf removal after the scheduled pick up occurs.
- Under recently amended regulations, the Department of Public Works is also authorized to remove improperly disposed materials and assess the cost of removal and disposal against the responsible resident.

Brush
Brush Pickup:
• In case of a severe storm , and if determined by the Township Manager or the Director of Public Works, the department will use a contingency collection procedure to collect storm-related brush by park.
• No briars, thorns, poison ivy, oak or sumac, and vines may be placed in the pile.
• No wood boards, decking, fencing, construction material, etc. is acceptable.
• All Tree stumps, lumber, plywood, fence posts, railroad ties will not be collected with brush. Call Public Works Department 609-877-2200 ext. 1051 for disposal of these items.
• Do not bag brush. Bagged brush will not be collected.
Tree Removal:
• Trees that are 6 inches or more in diameter require a tree permit. The fee for this permit is $25.00. Call Willingboro Township Inspections Department for obtaining information regarding tree permit. 877-2200 ext. 1032. Your contractor must have proof of Business Registration Number; Insurance certificate. Your contractor is responsible for taking away all tree parts, dirt, and debris. Public Works will not be responsible for removing any remaining tree debris at curb left by contractor.
• If it is a Township tree, the Township will be responsible for removing all tree debris. The Township will determine if a Township tree is deemed a hazard and needs to be removed.
Options for tree part/trimmings disposal:
• Bundle or tie up for trash collection-up to 5 bundles per trash collection are allowed, no more than 3ft-30lbs per bundle.

• By appointment only, the Public Works Department will chip normal yard trimmings. These trimmings must be no larger than 8” in diameter, and no more than 2 cubic yards, which is equivalent to a small pickup truck. Anything larger or more than these requirements the Public Works Department offers a fee-based chipping service. Call Public Works for further information: 609- 877-2200 ext. 1051. Otherwise removal will be the responsibility of the resident.
