The Office of the Township Manager (Manager’s Office) consists of the township manager, the deputy township manager, an executive assistant, and an office clerk. The office oversees the administrative functions of the Township to ensure compliance with all local, state, and federal regulations.
The Manager’s Office oversees the Township's day-to-day operations and executes the municipal council's vision relating to the Township’s strategic plan and related goals and objectives. Additionally, the Manager's Office coordinates partnerships with external professionals and organizations to carry out various initiatives and activities relating to the administration of government.
Township Manager
Dwayne M. Harris became the Willingboro Township Manager on December 21, 2021, after unanimous approval by the Township Council. Before becoming the Township Manager in Willingboro, he served as the Township Clerk in the Township of Howell, Business Administrator in the Borough of Berlin, City Clerk in the City of Trenton, and Municipal Clerk for the Borough of Atlantic Highlands.
Mr. Harris earned a degree in Marketing from Seton Hall University, a degree in Business Administration from Purdue Global, a master’s degree in Practical Theology from Regent University, and is currently working on his dissertation pursuing a Ph.D. in Public Administration from Liberty University. He has received NJDCA certifications as a Registered Municipal Clerk, a Qualified Purchasing Agent, and a Certified Municipal Registrar from the NJ Department of Health and Human Services.
Mr. Harris is a member of the Omega Nu Lambda National Honor Society, a Silver Life member in the NAACP, and served as the treasurer for the Greater Red Bank Area. He served as the former Province Archon of New Jersey for the Sigma Pi Fraternity, International. He currently serves as a member on the Board of Directors for the NJ Human Development Corporation, a non-profit 501(c)3 organization of the A.M.E. Church that provides communities with knowledge, skills, and services to educate individuals for the prevention and control of HIV/AIDS. Mr. Harris was recently appointed as an Advisory Board Member to the Seton Hall University Stillman School of Business, Customer Experience Certificate.
Deputy Township Manager
Gary B. Lawery III joined Willingboro Township as the executive assistant to the township manager on January 18, 2022. On April 28, 2023, Mr. Lawery was promoted to Deputy Township Manager. Before arriving in Willingboro, he served as a Public Relations Aide to the Mayor in the City of Trenton and in the Government Affairs division at Philadelphia International Airport.
Mr. Lawery earned a Bachelor of Arts degree in Political Science from Temple University, where he also served as the President of the Temple University NAACP.
He serves as a Board Director-at-Large for the Temple University Young Alumni Association and board Vice-Chair for the Giayana Monae Genesis Foundation, an organization supporting individuals suffering from total or partial hair loss due to alopecia areata. He previously served as board Vice-Chair for Project GoodMen, a D.C.-based mentoring organization, and as a Trenton Downtown Association (Special Improvement District) board member. Mr. Lawery is also a Spring 2022 initiate of the Trenton Alumni Chapter of Kappa Alpha Psi Fraternity, Inc., where he serves as the Assistant Keeper of Records.
